Constitution and By-laws


This organization shall be known as New Salem Missionary Baptist Church of Fruitland Park, Inc.

ARTICLE II – Baptist Articles of Faith

I. Of The Scriptures

We believe that the Holy Bible was written by men divinely inspired, and is a perfect treasure of heavenly instruction; (1) that it has God for its author, salvation for its end, (2) and truth without any mixture of error, for its matter; (3) that it reveals the principles by which God will judge us; (4) and therefore is, and shall remain to the end of the world, the true center of Christian union, (5) and the supreme standard by which all human conduct, creeds and opinions should be tried (II Timothy 3:16-17; Proverbs 30:5-6; II Peter 1:21).

II. Of the True God

We believe that there is one, and only one, living and eternal God, an infinite, intelligent Spirit, whose name is Jehovah, the Maker and Supreme Ruler of heaven and earth; (1) inexpressibly glorious in holiness, (2) and worthy of all possible honor, confidence, and love; (3) that in the unity of the Godhead there are three persons, the Father, the Son, and the Holy Ghost; (4) equal in every divine perfection, (5) and executing distinct but harmonious offices in the great work of redemption (John 4:24; John 10:30; Mark 12:30; Matthew 28:19).

III. Of The Fall of Man

We believe that man was created in holiness, under the law of his Maker; (1) but by voluntary transgression fell from that holy and happy state; (2) in consequence of which all mankind are now sinners, (3) not by constraint, but choice; (4) being by nature utterly void of that holiness required by the law of God, positively inclined to evil; and therefore under just condemnation to eternal ruin, (5) without defense or excuse (Genesis 1:27; 3:6, 24; Romans 5:19).

IV. Of The Way of Salvation

We believe that the salvation of sinners is wholly of grace; (1) through the mediatorial offices of the Son of God; (2) who by the appointment of the Father, freely took upon Himself our nature, yet without sin; (3) honored the divine law by His personal obedience, (4) and by His death made a full atonement for our sins; (5) that having risen from the dead He is now enthroned in heaven; (6) and uniting in His wonderful person the tenderest sympathies with divine perfections, He is every way qualified to be a suitable, a compassionate, and an all-sufficient Saviour (Ephesians 2:8; John 3:16).

V. Of Justification

We believe that the great gospel blessing which Christ (1) secures to such as believe in Him is Justification; (2) that Justification includes the pardon of sin; (3) and the promise of eternal life on principles of righteousness; (4) that it is bestowed, not in consideration of any works of righteousness which we have done, but solely through faith in the Redeemer’s blood; (5) by virtue of which faith His perfect righteousness is freely imputed to us of God, that it brings us into a state of most blessed peace and favor with God, and secures every other blessing needful for time and eternity (Acts 13:39; Romans 5:9).

VI. Of the Freeness Of Salvation

We believe that the blessings of salvation are made free to all by the gospel; (1) that it is the immediate duty of all to accept them by a cordial, penitent, and obedient faith; (2) and that nothing prevents the salvation of the greatest sinner on earth but his own inherent depravity and voluntary rejection of the gospel; (3) which rejection involves him in an aggravated condemnation.

VII. Of Grace In Regeneration

We believe that, in order to be saved, sinners must be regenerated or born again; (1) that regeneration consists in giving a holy disposition to the mind; (2) that it is effected, in a manner above our comprehension, by the power of the Holy Spirit in connection with divine truth, (3) so as to secure our voluntary obedience to the gospel; (4) and that its proper evidence appears in the holy fruits of repentance and faith and newness of life (John 3:3; II Corinthians 5:17).

VIII. Of Repentance And Faith

We believe that Repentance and Faith are sacred duties, and also inseparable graces, wrought in our souls by the regenerating Spirit of God; (1) whereby, being deeply convinced of our guilt, danger, and helplessness, and of the way of salvation by Christ; (2) we turn to God with unfeigned contrition, confession, and supplication of mercy; (3) at the same time heartily receiving the Lord Jesus Christ as our Prophet, Priest, and King, and relying on Him alone as the only and all-sufficient Saviour (Mark 1:15; Ephesians 2:8).

IX. Of God’s Purpose Of Grace

We believe that Election is the eternal purpose of God, according to which He graciously regenerates, sanctifies, and saves sinners; (1) that being perfectly consistent with the free agency of man, it comprehends all the means in connection with the end; (2) that it is a most glorious display of God’s sovereign goodness, being infinitely free, wise, holy, and unchangeable; (3) that it utterly excludes boasting, and promotes humility, love, prayer, praise, trust in God, and active imitation of His free mercy; (4) that it encourages the use of means in the highest degree; (5) that it may be ascertained by its effects in all who truly believe the gospel; (6) that it is the foundation of Christian assurance; (7) and that to ascertain it with regard to ourselves demands and deserves the utmost diligence (II Timothy 1:8,9 II Thessalonians 2:13,14).

X. Of Sanctification

We believe that Sanctification is the process by which, according to the will of God, we are made partakers of His holiness; (1) that it is a progressive work; (2) that it is begun in regeneration; (3) and that it is carried on in the hearts of believers by the presence and power of the Holy Spirit, the Sealer and Comforter, in the continual use of the appointed means especially the word of God, self-examination, self-denial, watchfulness, and prayer (I Thessalonians 4:3; I John 2:29).

XI. Of the Perseverance Of Saints

We believe that such only are real believers as endure unto the end; (1) that their persevering attachment to Christ is the grand mark which distinguishes them from superficial professors; (2) that a special Providence watches over their welfare; (3) and that they are kept by the power of God through faith unto salvation (John 8:31).

XII. Of The Harmony Of The Law And The Gospel

We believe that the Law of God is the eternal and unchangeable rule of His moral government; (1) that it is holy, just, and good; (2) and that the inability which the Scriptures ascribe to fallen men to fulfill its precepts arises entirely from their love of sin; (3) to deliver them from which, and to restore them through a Mediator to unfeigned obedience to the Holy Law, is one great end of the gospel, and of the means of grace connected with the establishment of the visible church (Romans 3:31; 7:12; 8:2-4).

XIII. Of A Gospel Church

We believe that a visible church of Christ is a congregation of baptized believers, (1) associated by covenant in the faith and fellowship of the gospel; (2) observing the ordinances of Christ; (3) governed by His laws; (4) and exercising the gifts, rights, and privileges invested in them by His word; (5) that its only Scriptural officers are Bishops, or Pastors, and Deacons, (6) whose qualifications, claims, and duties are defined in the epistles to Timothy and Titus (I Corinthians 1:1-13).

XIV. Of Baptism And The Lord’s Supper

We believe that Christian Baptism is the immersion in water of a believer, (1) into the name of the Father, and Son, and Holy Ghost; (2) to show forth, in a solemn and beautiful emblem, our faith in the crucified, buried, and risen Saviour, with its effect in our death to sin and resurrection to a new life; (3) that it is perquisite to the privileges of a church relation, and to the Lord’s Supper; (4) in which the members of the church, by the sacred use of bread and wine are to commemorate together the dying love of Christ; (5) preceded always by solemn self examination (Acts 8:36-39; Matthew 28:19; Romans 6:3-5; I Corinthians 11:23-26; I Corinthians 11:28).

XV. Of The Christian Sabbath

We believe that the first day of the week is the Lord’s Day, or Christian Sabbath; and is to be kept sacred to religious purposes, by abstaining from all secular labor and sinful recreation by the devout observance of all the means of grace both private and public; and by preparation for the rest that remaineth for the people of God (Acts 20:7; Hebrews 10:25).

XVI. Of Civil Government

We believe that civil government is of divine appointment, for the interests and good order of human society; and that magistrates are to be prayed for, conscientiously honored and obeyed, except only in things opposed to the will of our Lord Jesus Christ, who is the only Lord of the conscience and the Price of the kings of the earth (Romans 13:1-7; Matthew 22:21).

XVII. Of the Righteous And The Wicked

We believe that there is a radical and essential difference between the righteous and the wicked; that such only as through faith are justified in the name of the Lord Jesus, and sanctified by the Spirit of our God, are truly righteous in His esteem; while all such as continue in impenitence and unbelief are in His sight wicked, and under the curse; and this distinction holds among men, both in and after death (Malachi 3:18; Romans 1:17; Proverbs 14:32).

XVII. Of Christian Education

We believe that Christianity is the religion of enlightenment and intelligence. In Jesus Christ are hidden all the treasures of wisdom and knowledge. All sound learning is therefore a part of our Christian heritage. The new birth opens all human faculties and creates a thirst for knowledge. An adequate system of schools is necessary to a complete spiritual program for Christ’s people. The cause of education in the Kingdom of Christ is coordinate with the causes of missions and general benevolence, and should receive along with these the liberal support of the churches.

XVIII. Of Social Service

We believe that every Christian is under obligation to seek to make the will of Christ regnant in his own life and in human society; to oppose in the Spirit of Christ every form of greed, selfishness and vice; to provide for the orphaned, the aged, the helpless, and the sick; to seek to bring industry, government and society as a whole under the sway of the principles of righteousness, truth and brotherly love; to promote these ends Christians should be ready to work with all men of good will in any good cause, always being careful to act in the spirit of love without compromising their loyalty to Christ and his truth. All means and methods used in social service for the amelioration of society and the establishment of righteous among men must finally depend on the regeneration of the individual by the saving grace of God in Christ Jesus.

XIX. Of Stewardship

We believe that God is the source of all blessings, temporal and spiritual; all that we have and are we owe to him. We have a spiritual debtorship to the whole world, a holy trusteeship in the gospel, and a binding stewardship in our possessions. We are therefore under obligation to serve him with our time, talents and material possessions; and should recognize all these as entrusted to us to use for the glory of God and helping others. Christians should cheerfully, regularly, systematically, proportionately and liberally contribute of their means to advancing the Redeemer’s cause on earth.

XX. Of Evangelism and Mission

We believe that it is the duty of every Christian man and woman, and the duty of every church of Christ to seek to extend the gospel to the ends of the earth. The new birth of man’s spirit by God’s Holy Spirit means the birth of love for others. Missionary effort on the part of all rests thusly upon a spiritual necessity of the regenerate life. It is also expressly and repeatedly commanded in the teachings of Christ. It is the duty of every child of God to seek constantly to win the lost to Christ by personal effort and by all other methods sanctioned by the gospel of Christ.

XXII. Of the Resurrection

We believe that the Scriptures clearly teach that Jesus rose from the dead. His believe that the Scriptures clearly teach that Jesus rose from the dead. His grave was emptied of its contents. He appeared to the disciples after his resurrection in many convincing manifestations. He now exists in his glorified body at God’s right hand. There will be a resurrection of the righteous and the wicked. The bodies of the righteous will conform to the glorious spiritual body of Jesus.

XXIII. Of the Return of the Lord

We believe that the New Testament teaches in many places the visible and personal return of Jesus to this earth. “The same Jesus which is taken up from you into heaven, shall so come in like manner as ye have seen him go into heaven.” The time of his coming is not revealed. “Of that day and hour knoweth no man, no, not the angels of heaven, but my Father only” (Matthew 24:36). It is the duty of all believers to live in readiness for his coming and by diligence in good works to make manifest to all men the reality and power of their hope in Christ.

XXIV. Of The world To Come

We believe that the end of this world is approaching; that in the last day Christ will descend from heaven, and raise the dead from the grave to final retribution; that a solemn separation will then take place; that the wicked will be adjudged to endless punishment, and the righteous to endless joy; and that this Judgment will fix forever the final state of men in heaven or hell, on principles of righteousness (I Peter 4:7; acts 24:15; Matthew 25:31-46).

ARTICLE III – Church Covenant

The Church Covenant shall be the same as printed in The New National Baptist Hymnal

ARTICLE IV – The Baptist Character

Section 1. Polity.
The government of this church is vested in the body of believers who compose it. It is subject to the control of no other ecclesiastical body, but it recognizes and sustains the obligations of mutual counsel and cooperation which are common among Baptist Churches. It shall be the policy of the church to the fullest possible extent consistent with the independent character of the Baptist Church to support all missionary and benevolent undertakings of the National Baptist Convention USA, Inc., the Florida General Baptist Convention and the Bethel District Baptist Association, to whose doctrinal and missionary baptist beliefs we declare our allegiance.

Section 2. Doctrine
This church receives the Scriptures as its authority in matters of faith and practice. Its understanding of Christian truth as contained therein is in essential accord with the belief of the Baptist Churches as indicated in the Articles of Faith herewith.

Section 3.
The Baptist Standard Church Directory and Busy Pastor’s Guide of the National Baptist Convention USA, Inc., shall be the standards that this church shall observe.

Section 4. Doctrinal Beliefs.
We further believe in a regenerated church membership and that the conversion experience is a prerequisite to church membership

In the New Testament the candidate was taken to the water, not the water brought to the candidate; the candidate was placed in the water, not the water put on the candidate; so we believe in immersion only as answering Christ’s command of baptism and symbolizing the heart of the gospel message–His death, burial, and resurrection

We further believe in the New Testament order of Baptism and the Lord’s Supper. The New Testament Christians were baptized before taking the Lord’s Supper.

We further believe in the right of each member of the church to a voice in its government, plans and discipline

We further believe in the freedom of the individual conscience; in the voluntary principle, not the coercive principle, in religion

We further believe in the total independence and separation of church and state

We further believe in God’s Tithing Plan of financing the church according to the Scriptures, and that every member should be obedient to the Scripture and tithe

ARTICLE V – Membership

Section 1. Qualifications
The membership of this church shall consist of such persons as confess Jesus Christ to be their Savior and Lord. Members will be accepted on the following four conditions: (1) Baptism by submersion (2) Christian Experience (3) By Letter from a Church and (4) Restoration – Restored back to membership. The Baptism of only Missionary Baptist Churches will be accepted.

Section 2. New Member Orientation
New Member Orientation shall be required for all new/transfer members who are twelve (12) years old and older. Orientation must be completed before a new member is allowed to join church ministries or to function as a fully active member. New Member Orientation serves as an agent (1) to help assure the church that each new member understands the nature of the covenant relationship he is entering and that he is committed to it wholeheartedly (2) to help each new member gain a basic understanding of, and commitment to the specific privileges of membership in the church he has joined (3) to help each new member become a growing participant in the life and ministry of the Christian fellowship, which he has joined, so that he may bear an increasingly effective Christian witness to the world

Section 3. Duties
Members are expected to be faithful in all the duties essential to the Christian life; and also to attend regularly the services of this church, to give regularly for its support and its causes and to share in its organized work

Section 4. Rights
Such members as are actively discharging their duties as specified by Section 3 may act and vote in the transactions of the Church. Prior to the quarterly business meeting, members who will be allowed to vote after fulfilling the duties as listed under Section 3, will be announced and posted on the bulletin board.
If a member is hospitalized and in good standing then these members will receive the monetary gift already established in church guidelines. If a member is not in good standing, then he/she will not receive this monetary gift but will instead receive some sort of acknowledgement.

Section 5. Quorum
Ten (10) percent membership shall constitute a quorum, except that for the annual church meeting, 33 1/3 percent, and for call or dismissal of a pastor, 51 percent shall be necessary.

Section 6. Termination
(1) Any member in good and regular standing per Section 3 entitled Duties, who desires a letter of dismissal and recommendation to any other Missionary Baptist Church is entitled to receive it upon his request. In case of removal to another community he should promptly make such request. This letter shall be valid as a recommendation for only six months from its date, unless renewed, and this restriction shall be stated in the letter. Any member who is not in good and regular standing will be provided a letter of introduction, if requested.
(2) If a member in good standing requests to be released from his covenant obligations to this church, after it shall have patiently and kindly endeavored to secure his continuance in its fellowship, such requests may be granted, and his membership terminated.
(3) Should a member become an offense to the church and to its good name by reasons of immoral or unchristian conduct, or by persistent breach of his covenant vows, the church may terminate his membership, but only after due notice and hearing and after faithful efforts have been made to bring such member to repentance
(4) Members who willfully absent themselves from regular meetings and services of the church for a period of three (3) months will be sent a letter asking them to show satisfactory reasons for their absence. The letter will indicate a deadline for a timely response. If the deadline passes, a second letter will be sent requesting the explanation and notifying the member of the possibility of being dropped from the church membership roll.
(5) A member may be placed on inactive status due to mental incapacity. Inactive members would not be allowed to vote or participate in the administration of the church.
(6) Any person who desires to enjoy the rights, privileges, and obligations of membership in New Salem Baptist church on a limited, temporal basis may ask for membership by watch care. Because the member’s affiliation with another church remains the same, this membership does not carry voting rights. The names of watch care members will be kept on a separate list and removed when they leave the local area.

Section 7. Restoration
Any person whose membership has been terminated for any offense may be restored upon evidence of his repentance and reformation; or, if on account of continued absence, upon satisfactory explanation.

ARTICLE VI – Adoption and Amendment

Section 1. The constitution and the by-laws shall be considered adopted and in immediate effect if and when two-thirds of the members present at the business meeting having received one week prior notice and counsel, at which the vote is taken shall vote in favor of the same. The adoption of these shall effect a repeal of all previously adopted rules in conflict herewith.

Section 2. This constitution may be amended by a vote of three-fourths of the members present and voting at any annual business meeting of the Church provided a two (2) weeks notice of the suggested change has been published in writing to each member of the Church. The notice regarding the Amendment of the Constitution should include the complete quotation of the section entitled Adoption and Amendment. This constitution cannot be changed in the absence of a Pastor.

Section 3. The by-laws may be amended, repealed, or suspended by a two-thirds vote of the members present and voting at any business meeting of the church – regular, special, or annual. Such proposed action shall be announced orally at least two (2) successive Sundays prior to voting. Any proposed amendment, or at least its intent if extensive, shall be given in draft in the previous conference, and shall be read from the pulpit at least one Sunday prior to voting and the first Sunday subsequent to adoption


Adoption of these Constitution and By-laws of the New Salem Missionary Baptist Church in Fruitland Park, Florida shall be duly recorded in the minutes of a special business meeting called for this purpose upon affirmative vote of a majority of the members present at such special business meeting in accordance with the section of the constitution concerning ADOPTION AND AMENDMENT

This Constitution was adopted by a two-thirds majority vote of the members present and voting at a duly called meeting of the Church in which a quorum was present.

This constitution and By-Laws supersede any other constitutions, by-laws, and or practices of the New Salem Missionary Baptist Church.

The Pastor

Section 1. His Calling
A pastor shall be chosen and called by the church whenever a vacancy occurs. His election shall take place at a meeting called for that purpose, of which public notice shall be given to the church on two consecutive services during the Sunday Morning Worship prior to the election. A pulpit committee consisting of at least three members shall be appointed by the church to seek out a suitable pastor, and their recommendation shall constitute a nomination. The committee shall bring to the consideration of the church only one man at a time, though any member has the privilege to make a nomination. Election shall be by an affirmative vote of three fourths (3/4) of those present. The pastor, thus elected, shall serve until the relationship is terminated.

Section 2. Duties
It shall be his duty to preach the Gospel and teach all the doctrines of the faith, administer the ordinances, have general oversight of the church in all business meetings of the church, whenever and however convened, and preside at all meetings of the church except, as hereinafter provided. He shall lead the church in tithing according to the Scriptures. The pastor shall also be ex-officio chairman of all auxiliary organizations, boards and or committees of the church. He shall be responsible for the total program of the church in the area of church administration and must carry out the wishes of the church in all areas of church discipline.

Section 3. Other Duties

A. The pastor’s principal responsibility will be to carry out the purpose of the church as expressed in the constitution and bylaws, in the amendments, and in actions taken year by year.

B. The final determination for evangelists for all meetings shall be made by the pastor, who shall, as soon as the invitation has been accepted, inform the deacons and the membership. Members may present suggestions to the pastor and allow the pastor the opportunity to contact the evangelist.

C. It shall be the pastor’s responsibility to see that he has a replacement in the pulpit when he has cause to be absent

D. The pastor shall be given a four week vacation, with pay, annually.

E. The pastor shall be given a retirement package.

F. The pastor shall, upon occasion of death, visit the bereaved family and give assistance wherever needed.

Section 3. Tenure and Termination

The pastor’s tenure of office shall be indefinite, but it may be terminated by his resignation or by the action of the church. Should the church vote to terminate the pastor, his termination is subject to 3 months severance pay. In case of termination by the church, it shall take place at a meeting called for that purpose, at the request of the church, of which at least one week’s public notice shall be given to the church.

Section 4. Discipline

A pastor may be removed from office and his term brought to an end upon the affirmative vote of at least fifty-one percent (51%) of the members present and voting at any meeting of the church after due notice of one (1) week has been given; in accordance with the By Laws; provided, however, that such question shall have first been considered by the deacons; and then only after the pastor has been fully acquainted with the charges against him, and after the pastor has been given opportunity to be present at the meeting of the deacons and of the church and present any explanation or defense he may care to submit. Should the church vote to terminate the pastor, his termination is subject to 3 months pay, upon termination.

In the event of an internal disagreement between the pastor and the church, where the local moderator is asked to sit in, said moderator shall sit in with the understanding he is not there to render any judgment; his most important part will be to maintain order.

Section 5. Filling Vacancies
Whenever there shall be a vacancy in the office of pastor, the church shall, upon recommendation of the pulpit committee (Pastor Selection Committee) without unnecessary delay invite to its pastorate some National Baptist Minister of good repute and training, provided at least a majority of the members present and voting at any meeting, notice of which shall have been given in accordance with these By Laws

Section 6. Associate Pastor
A. The assistant pastor shall be an ordained minister. He is responsible directly to the pastor and his duties will be determined by the pastor.

B. The assistant pastor, in the absence of the pastor, shall exercise pastoral privileges and responsibilities.

C. It is not the prerogative of the assistant pastor to select and install personnel, either for the staff or organizations of the Church without the knowledge and consent of the pastor

D. He shall not preside at any business meeting of the Church except in carrying out the agenda as presented to him by the pastor

E. An annual appreciation program/service will be held for him

Licensed Preachers

Baptist churches have an age long custom whereby they grant license or a certificate of approval to those whom they believe have been called to the gospel ministry, but who for some reason are not ready at the time to be ordained; who may be either pursuing a special theological course or waiting the call of some church or special field of labor. This does not impart any special ministerial rights to the recipient, but simply expresses the convictions of the church that he is called to the work. The license may be revoked at any time by a vote of the church granting them.

Granting Licenses

Whenever the pastor and members of a church have the opinion that one of their members is called to the work of the ministry, they should appoint a time in which to hear him, and if they still approve of his gifts, the matter of licensing him should be brought before the church at a regular meeting, voted upon and entered in the records of the church of reference. The church shall give to him a written or printed certificate signed by the pastor and clerk. Persons thus licensed are not privileged to perform marriage ceremonies, to baptize, nor to administer the Lord’s Supper.

Ordaining a Minister of the Gospel

The pastor approaches the moderator about a particular candidate. The moderator contacts the Examining Council. The council meets with the candidate. The council will bring back a report to the pastor and the moderator. If the report is positive, the church holds a public ordination service.
Ordination Program

1. Devotional exercise
2. Ordination sermon by a minister chosen by the council
3. Ordination prayer, during which hands are placed on the head of the candidate
4. Presentation of the Bible by a minister selected for the occasion
5. After appropriate remarks, the hand of fellowship is extended by fellow ministers, and a written or printed certificate of ordination containing the names of the ordained ministers composing the council, and signed officially by the chairman and secretary, shall be given to him.


Section 1. The number of deacons, elections, terms of service.
(1) The number of deacons elected shall be determined by the church according to the need, by using the ratio of one deacon per set number of families, as recommended by the pastor. Deacons should be elected according to the qualifications outlined in 1st Timothy 3:8-13. Deacons serve the church, therefore the entire church should be given an opportunity to nominate persons to be elected and ordained as deacons. Tenure shall depend on their service being satisfactory and acceptable to the church.

(2) Deacons are servant leaders. A servant leader is one who sees the needs of people and sets out to meet some of those needs. Deacons exert positive influence as they demonstrate deep commitment to God and the church. Faith leads deacons to develop healthy dreams for their churches. Deacons should be visionaries, serving and leading with
perseverance and enthusiasm.

(3) The chairman of deacons shall be elected by the deacons. The church is under no obligation to call to active service a brother who comes to the church from another church where he has served as a deacon. The behavior of deacons, active or not has a positive or negative influence on every other deacon, the church, and the kingdom of God. Additional deacons will be added by recommendation of the church following an extensive course on the deaconship and the church.

(4) A deacon may surrender his deaconship as a matter of choice. It is not proper for deacons to hold a meeting as a “board of deacons,” independent of and without the consent of the pastor. The church shall promote to honorary life membership any deacon who by reason of age and or infirmities, after honorable service, is no longer able to render active service.

Section 2. Duties.
The first major premise in a deacon’s work is this: there are no duties in the scriptures specifically and exclusively assigned to the deacon. There are things which church custom and tradition assign to the deacons, but these are not scripturally assigned, deacons are really expected to do anything that the church desires of them.

(1) Deacons shall constitute a liaison between the ministries of the church.

(2) Effective leadership begins with character. Deacons are servant leaders. Deacons exert positive influence as they demonstrate deep commitment to God and to the church. Faith leads deacons to develop healthy dreams for their churches. Pastors and deacons share the task of leading the congregation to develop a vision for the church. Perseverance and enthusiasm within deacons impart excitement among the congregation.

(3) Deacons shall assist the pastor in leading the church in tithing according to the scripture. Deacons shall advise and confer with the pastor in all matters pertaining to the welfare and work of the church.

(4) Deacons are to proclaim the gospel to believers and unbelievers, care for the church’s members and other persons in the community, build Christian fellowship among church members, assist in administering ordinances and serve as model Christian leaders.

(5) The local church, by varied processes and under trained lay leaders, must produce a disciplined body of believers.

(6) In the absence or inability of the pastor, subject to advice from and conference with him, the deacons will provide for pulpit supplies. In any period, when the church is without a pastor, unless the church shall otherwise provide, the deacons will conduct temporary ministry and take counsel with reference to securing a pastor. The deacons shall not act any way to, or try to replace the pulpit selection committee.

Section 3. Method of procedure.
(1) The deacons shall be organized as a unit for the consideration of all larger problems and general policies, and shall meet regularly. All deacon meetings must be held at the church. Special meetings may be called by the chairman with consent from the pastor. In the absence of a pastor all meetings will be called by the chairman.

(2) Each deacon shall freely confer with the pastor about all matters and cases of discipline which in his judgment would not be most wisely and spiritually handled in private.

Nominating Committee

The nominating committee shall consist of tithing members elected by the church. This committee shall communicate with members already holding offices and those being considered for offices before presenting their recommendations to the pastor. The nominating committee shall present their recommendations at the business meeting which has the election of officers on its agenda.


Section 1. The Number of Trustees, Elections, Terms of Service
(1) The number of trustees shall be no less than 3 and no more than 7. The number to be elected shall be determined by the church upon recommendation of the pastor according to the need.
(2) Trustees must be tithing members of the church and be elected for one year. They may be re-elected pending pastoral recommendation. Their tenure of service shall be determined by satisfaction rendered, desire to surrender the position, removal to point of inaccessibility, or cessation of membership in the church.
(3) A trustee must have some business skill that would benefit some phase in the work of the church
(4) The pastor will play a central role in trustee meetings by developing the board agenda in consent with the chairman, by making timely and relevant presentations, and by participating fully in discussions; however, he shall have no vote

Section 2. Duties
(1) To represent the church in all legal matters
(2) To assess the financial condition of the church
(3) To prepare and present an annual proposed budget to the church based on projected income and expenses
(4) To be responsible for the maintenance of all church properties
(5) To make recommendations as to the future needs of the church
(6) To complete items approved by the church as they are stated. If this cannot be achieved then a called meeting with the church will be held to discuss the matter before further action is taken.

Church Clerk

In the absence of a recording secretary or church clerk, one shall perform the duties of both offices. The clerk of the church shall maintain permanent records of membership, showing additions and subtractions after proper church action. He/she shall keep a register of the names of members, with dates of admissions, dismissals, or death, together with a record of baptisms. He/she shall prepare all resolutions for funerals. The clerk shall make monthly reports reflecting the number of new members. The clerk shall consider it a part of his responsibility to promote loyalty and efficiency in church life.

(1) Shall issue all letters of dismissal
(2) Shall initiate requests for letters of new candidates for membership
(3) Shall take minutes of any church business meeting and keep the minutes book
(4) Shall make revision and distribution of this Constitution and By Laws pursuant to the direction of the church
(5) Shall issue certificates of baptism and membership
(6) Shall act as historian for the church and keep a record of the various church events which might add to the historical interest of the church.
(7) Shall see that a duplicate set of church minutes are prepared and kept in the church office for record
(8) Shall have a copy of the church Constitution and By Laws and “Robert’s Rules of Order, Revised” at all regular and called business meetings

Recording Secretary

This is clerical work of considerable independence and variety. A person in this position must exercise considerable initiative in carrying out assignments. Work includes clerical functions and meeting and working with the public and general membership. The overall supervision of this person will be by the Pastor with monitoring by a designee from the Trustee Board.

Examples of Work Performed:

Receive and distribute in-coming mail to appropriate auxiliaries/departments.
Organize and maintain neat, accurate church business files.
Type and copy all worship bulletins and auxiliary programs (as requested)
Type and mail out all church correspondence.
Type Pastor’s correspondence
Maintain an up-to-date church calendar of events, activities and services.
Program and maintain computer records of the following:
Church membership roster
Dates members joined
Marriages, Deaths, funerals, etc.
Receive and disseminate messages and information relative to the health and well being of members to the pastor.
Prepare resolutions or Words of Comforts as needed.
Perform other duties as may be assigned.
Prepare Business Meeting agenda and complete minutes
Make announcements in church


This office constitutes the only authorized official representative of the church for the receipt and banking of church and ministry funds and for the proper accounting of all such actions. The treasurer shall perform such actions as are required by the normal responsibilities of the office, or as may be directed by church action, and as may be required for the proper direction of the Financial Secretary. Monthly, semi-annual, and annual written reports shall be submitted to the church and to the Finance Committee. By virtue of this office, the treasurer shall be an ex-officio member of the Finance Committee and shall attend or be represented at all Finance Committee Meetings, for the purpose of giving and receiving financial guidance as to proper programs and procedures, and he shall be appropriately bonded or insured by the Church.

It shall be the duty of the treasurer and/or financial secretary to reconcile the deposits made and to keep an itemized account of all receipts and disbursements. The disbursements must be authorized under the church budget and signed by authorized personnel.

Financial Secretary

The financial secretary shall be a member in good standing of this church at least two (2) years prior to selection for this office.

Duties and Requirements
(1). Serve as a member of the Trustee Board
(2) Serve as the chairperson of the finance committee
(3) Prepare and issue checks
(4) Post weekly tithes and offerings to members individual accounts
(5) Maintain financial records (receipts, documents, correspondence, etc.)
(6) Prepare financial reports for church business meetings
(7) Share all information with the Assistant financial secretary
(8) Prepare a proposed budget for the church each year in the absence of a treasurer

The assistant financial secretary shall be chosen under the same guidelines as the financial secretary and will act in conjunction with or in the absence of the financial secretary

Finance Committee

Duties and Requirements
(1) Receive, count, and deposit all church offerings
(2) At least two members must be present when money is being counted

Officers Training

All elected officers shall receive training in the following areas:

All officers in the church and their responsibilities
Parlimentarian procedures

They will meet on a quarterly basis. The training will be conducted by someone from the church or association staff or from a reliable outside source.

Pulpit Aide

The pulpit aide committee shall be volunteers from among the congregation who are responsible for assisting and providing the needs of the pulpit. These duties may include, but are not limited to ensuring that the Pastor’s robes are clean, providing water and cup, before service starts, etc.

Couple’s Ministry

The couple’s ministry is a ministry designed to support couples in the church, giving them an outlet to discuss personal opportunities that occur away from church. These include but are not limited to, dinner, the movies, cookout, in-house fellowships. The basis for the discussions is the Word of God and the goal is to share His love and strengthen the couples both in and outside of the church in the ways of God.

Women’s Ministry

The Women’s Ministry is a ministry designed to support women in the church by giving them an outlet to discuss personal opportunities that occur away from church. These include but are not limited to, dinner, the movies, cookouts, in-house fellowships. The basis for the discussions is the Word of God and the goal is to share His love and strengthen them on becoming the women that God would have them to be both in and outside of the church, having an effective prayer life, how to become a virtuous woman, and give them an opportunity to discuss things that they are challenged with in their daily lives.


Section 1. The number of deaconesses, elections, terms of service.
The number of deaconesses elected shall be determined by the church according to the need as recommended by the pastor. Although there is no clear scriptural qualification for the deaconess, the person elected should have those qualities as listed for the deacon. Deaconesses serve the church, therefore the entire church should be given an opportunity to nominate persons to be elected. Tenure shall depend on their service being satisfactory to the church.

Section 2. Duties
(1) The traditional duties of the deaconess include visiting the sick, the preparation of the communion materials, washing and clearing after communion has been served, assisting candidates at the time of baptism, helping individuals or families in need, visitation with deacons if needed.

(2) The deaconess’ major responsibility is to assist in the spiritual matters of the church, as deemed expedient by the pastor. This is particularly true where a task would be more realistically done by a female Christian. If she is the wife of a deacon, she is a co-laborer with him, not to dictate to or interfere with his assigned responsibilities, but to encourage him with compassion and understanding of his duties.

Minister of Music

The minister of music shall be charged with the responsibility to provide worshipful music for all services and departments of the church, and shall have the general oversight and direction of music. He is to oversee all choirs, directors, and instrumentalists in practice and public singing, and is to work in harmony with the pastor in the selection of suitable music and the devising of appropriate musical programs for all occasions where such services are needed. (a budgetary item)

Chairman of Ushers

The chairman of the ushers shall be recommended by the nominating committee of the church and elected by the church. The chairman shall serve as the coordinator of all ushers of the church.

Duties of Ushers
(1) Greet people with a smile as they enter the building
(2) Seat people at the proper time before and during the services
(3) Provide bulletins and/or other materials at the time of seating
(4) Along with deacons, receive the offerings during services
(5) One usher is to stand at the door at all times
(6) One usher is to stand where he/she can watch the pulpit in order to attend to the needs of pulpit occupants
(7) Assist the choir in ascending to and descending from the choir stand
(8) Maintain order during service

Custodian and Caretaker

One or more persons shall be employed as required to maintain the general cleanliness and appearance of the church buildings and grounds, to assure the security of the facilities when not in use, and to assure the availability of the facilities according to the scheduled needs of established church programs.


Routine manual work performing housekeeping and custodial assignments in the church and dining hall. A person in this position performs a variety of duties which will involve cleaning of the church and dining hall. Work may involve moving, lifting, and/or transporting heavy objects of equipment.
A person working in this position will be under the supervision of the deacon board. (a budgetary item)

Church Caretaker

Routine manual work performing lawn care and upkeep of the grounds, and discarding of all trash in and outside of the church buildings
A person working in this position will be under the supervision of the deacon board (a budgetary item)

Director of Youth Activities

The Director of Youth Activities shall be the Director of the Youth Department and shall be responsible for planning, promoting and assisting all youth departments in promoting wholesome Christian activities among the youth. This Director shall be recommended by the Pastor and elected by the church. The Director shall submit a budget to the financial secretary by August 1

Educational Ministries

The church shall have a Director of Christian Education as an overseer. This person will work with the Sunday School Superintendent, Youth Director, Bible Study Instructors, and the Pastor. The Director of Christian Education shall ensure that the information, teaching techniques, teachers, training, etc. are available for effectively educating the church body.

Children’s Church Goal: to further the spiritual education and training of children ages 4-12 so that they may perform the functions of their church

1. All educational ministries shall follow the program of work recommended by the National Baptist Convention

2. Teachers and assistants will work with the Youth Minister to establish the curriculum for each calendar year

3. Teachers and the Youth Minister will submit a proposed budget to the church at least 45 days before the end of the fiscal year

4. Acquire age-appropriate program materials, equipment and supplies to allow attainment of curriculum goals

5. Teachers will submit quarterly progress reports to the Youth Minister

Sunday School

There shall be a Sunday school, divided into departments and/or classes for all ages and conducted under the direction of the Sunday school superintendent for the study of God’s Word.

The basic purpose of Sunday school is outreach and Bible teaching. The Sunday school has proven itself as an effective organization for reaching people for Christ and for teaching how God revealed himself in Jesus Christ.

The tasks of the Sunday school shall be to teach the biblical revelation; reach persons for Christ and church membership; perform the functions of the church within its constituency; provide and interpret information regarding the work of the church and denomination.

Bus Driver
1. Must be at least 21 years of age.
2. Have a valid Florida Driver’s License.
3. Cannot have any more than 4 points on license.
4. If you have more than 15 passengers on board, the driver must have a CDL license with passenger endorsement.
5. Reliable and dependable
6. Must be on church insurance policy

Job Duties
1. Transport members safely to and from various church functions.
2. Make sure van is fueled and in good working condition.
3. Do proper inspection before each trip out.
4. Make sure everyone on board is wearing seat belts.
